The Northwest Regional Crime Analyst Network Conference Committee invites crime analysts, intelligence analysts, law enforcement professionals, researchers, educators, and public safety practitioners to submit presentation proposals for our upcoming conference.

This conference brings together professionals from across the crime analysis and public safety community to share innovative practices, emerging technologies, research findings, case studies, and lessons learned that advance the profession and support data-driven decision-making.

Presentation Topics

We are seeking presentations on topics including, but not limited to:

• Crime analysis methodologies and best practices
• Tactical, strategic, and administrative analysis
• Criminal intelligence analysis
• Real-Time Crime Centers (RTCCs)
• Geographic Information Systems (GIS) and crime mapping

Presentation Formats

We welcome submissions for:

Educational Sessions (45 – 90 minutes)

Educational sessions are designed to provide attendees with practical knowledge, innovative ideas, and actionable strategies that can be applied in their day-to-day work. These presentations should focus on sharing experiences, lessons learned, research findings, analytical techniques, technologies, programs, or case studies relevant to crime analysis and intelligence professionals.

Successful educational sessions typically:

• Highlight real-world applications and outcomes
• Demonstrate analytical methods, tools, or technologies
• Share successful programs, projects, or initiatives
• Present research findings and their operational implications
• Explore emerging trends, challenges, and opportunities in crime analysis
• Provide attendees with practical takeaways they can implement within their agencies

Presentations should be educational rather than promotional. While presenters may discuss software, platforms, or services used in their work, sessions should focus on methodology, outcomes, and lessons learned rather than product demonstrations or sales-oriented content.

Attendees should leave each educational session with at least three actionable insights, tools, techniques, or resources that they can apply within their own organizations.

Workshop Sessions (90–135 minutes)

Workshop sessions are interactive, skill-building learning experiences designed to provide attendees with hands-on practice and in-depth instruction on specific crime analysis, intelligence, or public safety topics. Unlike traditional presentations, workshops emphasize participant engagement, collaborative learning, and practical application.

Workshop presenters should create an environment where attendees actively participate through exercises, demonstrations, group discussions, scenario-based activities, or guided problem-solving.

Workshop Objectives

Workshops should enable participants to:

• Develop new analytical skills and competencies
• Gain practical experience with tools, techniques, or methodologies
• Apply concepts to realistic public safety scenarios
• Collaborate with peers to solve analytical challenges
• Leave with resources, templates, or processes they can implement in their agencies

Characteristics of Successful Workshops

Strong workshop proposals typically:

• Include interactive exercises or hands-on activities
• Focus on practical skill development rather than lecture-style instruction
• Provide real-world examples or case studies
• Encourage attendee participation and discussion
• Deliver tangible takeaways such as templates, worksheets, workflows, or guides

Workshop participants should leave with a skill they have practiced—not just a concept they have learned. This distinction is what separates a workshop from a traditional educational session.

Panel Discussions (45 minutes)

Panel discussions bring together multiple subject matter experts to share diverse perspectives, experiences, and insights on a common topic relevant to crime analysis, intelligence, and public safety. These sessions are designed to foster meaningful dialogue, encourage audience engagement, and explore complex issues from multiple viewpoints.

Panel Objectives

Panel discussions should:

• Explore current issues, challenges, and emerging trends
• Provide attendees with multiple perspectives on a topic
• Encourage thoughtful discussion and knowledge sharing
• Highlight lessons learned from different agencies, disciplines, or regions
• Promote collaboration and professional networking

Panel Composition

Panels should generally include:

• A moderator/facilitator
• Two to five panelists with relevant expertise
• Diverse agency, geographic, or professional representation whenever possible

Panelists may include crime analysts, intelligence analysts, investigators, supervisors, prosecutors, academics, technology professionals, researchers, or public safety leaders.

Characteristics of Successful Panels

Strong panel proposals typically:

• Address topics that benefit from multiple viewpoints
• Include panelists with differing experiences or areas of expertise
• Encourage audience participation and questions
• Focus on dialogue rather than individual presentations
• Explore practical challenges, lessons learned, and future opportunities

The most effective panels create meaningful dialogue—not a series of individual presentations. Proposals should emphasize interaction among panelists and engagement with attendees.

• Abstract (250–500 words)
• Learning objectives and expected outcomes (2–4)
• Presenter name(s), title(s), and agency/organization
• Contact information for the primary presenter
• Brief presenter biography (100 words maximum)
• The target audience and experience level

Workshop Requirements

Workshop submissions should additionally include:

• Interactive elements and participant activities
• Any technology, software, or equipment required
• Participant materials that will be provided by the presenter

Panel Requirements

Panel submissions should additionally include:

• Key discussion topics or guiding questions
• Moderator name and affiliation
• Panelist names, affiliations, and areas of expertise

Selection Criteria

During the last Conference Committee Meeting, we made some very important decisions regarding the upcoming event that we want to share with you so that you have time to consider attending the conference. 

Conference Location & Dates: 

As previously shared via social media, the lab day and conference will be held Monday, April 12th, 2027 through Thursday, April 15th, 2027 at the Kitsap Conference Center, 100 Washington Ave, Bremerton, WA. 

Monday, April 12th - OSINT/SOCMINT Lab Day

• Our topic for the 2027 Lab Day is OSINT/SOCMINT Techniques. We are in discussions with a couple of amazing professionals in the field about the specifics, but the overall theme for the lab day training will cover techniques, policies and procedures, and ethical considerations around OSINT/SOCMINT investigations. 
• Due to the topics that will be discussed, the Lab Day will be limited to law enforcement professionals only. 
• Lab day will be available to a total of 40 participants, with registration opening to NORCAN Members first. If seats do not fill up, registration will be opened to all law enforcement professionals who wish to attend. 
• Mid-morning snack, lunch, afternoon snack, and beverages will all be provided as a part of registration.
